Chapter One development status and situation
Section 1 Development advantages
Resource endowment. Liaoning is adjacent to the Bohai Sea and the Yellow Sea and has rich Marine space resources. The length of its coastline on the mainland is 2,110 kilometers, ranking fifth in China. The Marine functional zoning area is 41,300 square kilometers and there are 633 islands in total. Coastal wetland resources are rich, more than 1.2 million mu of alkali Peng formed a unique red coast. Rich in Marine fishery resources, it has two traditional fishing grounds, Liaodong Bay and Ocean Island, and the number of national Marine ranching demonstration zones ranks second in China. Liaoning is rich in wind energy resources and has the resource advantage of developing and constructing offshore wind farms. Liaodong Bay has good geological conditions for oil and gas and has the development potential of Marine oil and gas industry. At the same time, Liaoning is one of the important sea salt producing areas in China.
Location advantage. Liaoning is the northernmost coastal province of China and the only land and sea dual passage in Northeast Asia. Located in the center of Northeast Asia, Liaoning is an important junction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road. With geographical advantages along the coast, river and border, it is an important gateway for Northeast China to the world. With the implementation of national strategies such as the Belt and Road Initiative, the coordinated development of Beijing, Tianjin and Hebei, and the new round of revitalization of Northeast China, relying on the vast hinterland market around the Bohai Sea and Northeast China, as well as the construction of the international shipping center of Northeast Asia, Liaoning has the advantages to integrate into and serve the new development pattern.
Industrial base. Liaoning is an important research and production base for national shipbuilding and Marine engineering equipment. It has produced China's first 10,000-ton ship and first aircraft carrier, and built the country's largest grain, iron ore and petroleum loading and unloading platforms. There are more than 240 shipbuilding industry enterprises above designated size. Leading enterprises such as Dalian Shipbuilding Industry, Dalian Cosco Shipping Industry, Dalian Cosco Shipping Kawasaki and Bohai Shipbuilding Industry have strong competitiveness in China. At the same time, there are ship supporting enterprises of different sizes distributed in Shenyang, Anshan, Yingkou, Jinzhou and Dandong. Already formed Dalian Bay, Lushun Development Zone, Huludao Longgang and other ship and Marine equipment assembly bases. In 2020, the added value of Liaoning's Marine shipbuilding industry reached 9.15 billion yuan, ranking third in China. The development of ocean-going fisheries enjoys remarkable advantages, with Antarctic krill fishing technology and offshore product processing technology leading the country, and ocean-going fishing output ranking fourth in China. In addition, Marine transportation, coastal tourism and other Marine industries also have a good foundation and conditions for development.
Section 2 Effect review
The overall strength of the Marine economy continues to improve. Liaoning focuses on new breakthroughs in the transformation and upgrading of the Marine economy, gathers together new engines driven by innovation in the Marine economy, gives priority to ecology, coordinates land-sea development, and promotes coordinated regional development. Driven by reform and innovation, scientific and technological innovation, Liaoning will strengthen quality and efficiency improvement, strengthen comprehensive Marine management, and promote the gradual improvement of Marine environmental quality and efficient utilization of Marine resources. We will promote the formation of a development pattern of the Marine economy featuring a reasonable industrial structure, a sound management system, and strong support and guarantee, and contribute to high-quality development of the regional economy. According to the preliminary calculation, the total Marine production value of the province reached 312.5 billion yuan in 2020, accounting for 12.4% of the total regional production value of the province. The structure of the Marine tertiary industry was 11.2∶28.1∶60.8, the emerging Marine industry continued to develop, and the Marine industrial structure continued to optimize.
Remarkable progress has been made in the development of major Marine industries. Liaoning has initially formed a Marine industrial system, with shipbuilding and Marine equipment manufacturing, Marine fisheries, Marine transportation and coastal tourism as the main industries, Marine medicine and biological products industry, Marine information service industry, seawater desalination and comprehensive utilization industry, Marine new energy and other emerging industries growing. In 2020, 5.348 million deadweight tons of shipbuilding were completed in the province, accounting for 13.9 percent of the country's total shipbuilding, ranking the third in China. By the end of 2020, the province had created 31 artificial reef subsidy projects for the central government's special transfer payment, and launched 436,000 artificial reefs. Liaoning's coastal ports bear more than 70 percent of the maritime cargo in Northeast China. In 2020, the province's ports completed a cargo throughput of 820 million tons, including 13.108 million TEus of containers, making Dalian Port one of the top ten coastal ports in China. The coastal areas have formed distinctive coastal tourism layout, and Dalian has become one of the six cruise tourism development experimental areas in China.
Innovation and application of Marine science and technology have been strengthened. During the 13th Five-Year Plan period, Liaoning has integrated innovative resources, increased investment in scientific research, and carried out key technological breakthroughs in the fields of Marine fisheries, Marine engineering equipment, deep-sea equipment, and Marine energy. High-level Marine scientific and technological achievements such as new fishery varieties, Marine robot equipment in the spectrum, natural gas hydrate sampling, and seawater desalination have emerged one after another. "Research and Development and Application of Jiaolong Manned Submersible", participated by Shenyang Institute of Automation, Chinese Academy of Sciences, won the first Prize of National Science and Technology Progress Award in 2017. Dalian University of Technology won the second Prize of National Natural Science in 2019 for its "Theory and Regulation Method of Marine gas hydrate decomposition and Evolution". Liaoning has set up and put into use a number of innovation platforms such as State key laboratories (engineering research centers) and provincial key laboratories in the Marine field. It has implemented the "Rejuvenating Liaoning Talents Plan" and constantly stepped up personnel training, providing strong talent and technical support for building a strong Marine province.
Progress has been made in Marine ecological protection and restoration. Liaoning has drawn and strictly adhered to the Marine ecological red line, established the Marine ecological red line system in the Bohai Sea and the Yellow Sea, and vigorously implemented ecological restoration in the "Blue Bay". A total of 1,2717.7 square kilometers of important Marine ecological functional areas, such as Marine protected areas, sensitive and vulnerable Marine ecological areas, inlet estuaries, and natural shorelines, and 720.7 kilometers of mainland natural shorelines, have been designated as the red line for Marine ecological protection, and strict control has been implemented. China has actively investigated and improved sewage discharge outlets into the sea, taking the lead in monitoring the source of sewage discharge outlets from the Bohai Sea. By the end of 2020, China had completed 572 renovation tasks in accordance with the requirements of the government. The 13 state-controlled rivers entering the sea in the Bohai Sea all reach category four or above, and the goal of reducing the sediment of state-controlled rivers entering the sea has been achieved. With 80.3 percent of the coastal waters of the Bohai Sea in Liaoning province having good water quality, about 5 percentage points higher than the target of the comprehensive treatment of the Bohai Sea. In 2020, 92.3 percent of coastal waters in Liaoning Province had good water quality, 10.4 percentage points higher than at the end of the 12th Five-Year Plan Period.
The Marine public service system has gradually improved. Liaoning continues to promote Marine disaster prevention and reduction, and has initially formed a three-tier Marine disaster prevention and reduction system at the provincial, city and county levels. China has exercised control over the development and utilization of Marine resources, carried out regular monitoring and supervision of the Yellow and Bohai Red Lines, strengthened coastline management, strictly controlled reclamation, and implemented Marine pollution supervision and joint prevention and control, and gradually improved the Marine monitoring system. We have continuously improved taxation and support policies, raised funds through various channels to support the development of the Marine industry, and given priority to a number of projects and projects, including Marine fisheries, Marine ecological protection and restoration, port and shipping facilities construction, and Marine disaster early warning and monitoring.
Section 3 faces the situation
Development opportunities. Under the requirement of accelerating the construction of a new development pattern with domestic great cycle as the main body and both domestic and international cycles promoting each other, the development of Marine economy has ushered in unprecedented opportunities. At the same time, scientific and technological innovation is becoming the primary driving force for the development of the Marine economy. The development of new technologies, new equipment and new materials in the Marine field is giving rise to new industries and new forms of business. Major breakthroughs are expected in the development and utilization of the ocean. Regional economic cooperation has been deepened, and the flow of production factors and industrial transfer has accelerated, creating favorable conditions for greater development and opening-up. From the perspective of the province, the strong foundation and industrial advantages provide a strong guarantee for promoting the high-quality development of the manufacturing industry and improving the quality and efficiency of the real economy. The development trend is taking shape to adapt to and lead the new normal of economic development, deepen the supply-side structural reform, and cultivate new drivers of economic growth. The development of Marine economy is moving forward from factor driven and investment driven to innovation-driven and high-quality development.
Face challenges. As an important coastal region for the comprehensive revitalization of Northeast China in the new era, Liaoning has geographical advantages and resource advantages for the development of Marine economy. While the Marine economy is developing rapidly, it still faces severe challenges. The pillar industries of the Marine economy are still traditional industries such as Marine fishery, coastal tourism and ship manufacturing, while emerging Marine industries are relatively weak. The Marine industrial chain needs to be improved, and the quality and structure of industrial development needs to be further optimized. A certain industrial foundation has been formed in the application of new technologies of offshore equipment, the launch of new products of Marine biology, and the development of Marine energy, but there are still many deficiencies in the implementation of achievements and the intensive development of industries. The space for development is limited, and resource-based consumption, original products and extensive economy still exist to varying degrees. With the shortage of fresh water resources and the continuous degradation of Marine natural resources and habitats, ecological and environmental problems cannot be ignored. The Marine management system and mechanism are not yet perfect; the development of Marine economy in coastal areas is unbalanced; the development pattern of land-sea linkage and regional coordination of Marine economy needs to be further optimized; the overall level of opening-up is not high; and the overall strength of Marine economy lags far behind that of Guangdong, Shandong and other provinces.
Chapter II General requirements
Section 1, Guiding ideology
Promote new breakthroughs in comprehensive revitalization, actively promote the construction of modern Marine industry system in our province, promote the coordinated development of regional Marine economy, focus on strengthening innovation in Marine science and technology, strive to build Marine ecological civilization, deepen the opening up and cooperation of Marine economy to the outside world, strengthen the overall and coordinated development of land and sea, and build a new pattern of comprehensive opening up with internal and external interaction and mutual benefit of land and sea. It will inject strong impetus into the comprehensive and all-round revitalization of Liaoning's economy.
Section 2, Basic Principles
Overall and coordinated development of land and sea. Strengthen the guidance of planning, pay attention to the connection with the national economic and social development plan of our province, territorial and spatial planning, according to the resource endowment and industrial base, the overall allocation of land and sea resources, reasonable layout of Marine industry.
Market-led and innovation-driven. We will lead private capital to invest in the Marine economy and give play to the role of the market in allocating resources. We will stimulate market vitality through innovation, promote institutional reform of the Marine economy, guide the transformation and application of new Marine technologies and the formation of new Marine industries and forms of business, foster new driving forces for the growth of the Marine economy, and improve the quality and efficiency of development.
Ecological priority, harmony among the people. We will develop and utilize Marine resources in a scientific and rational way, strengthen the protection and restoration of the Marine ecology, improve the quality of the Marine and land environment in coastal areas, conserve natural attributes, reduce emissions and increase sinks, and enhance the capacity for sustainable development of the Marine economy.
Build chain strong base, improve quality and efficiency. We will build on our resource advantages and industrial foundation, focus on key industrial technologies to strengthen our weak links, consolidate and improve our leading position in the Marine industry, strengthen emerging Marine industries, improve industrial chains and supply chains, and promote the quality and efficiency of the Marine industry and the high-quality development of the Marine economy.
Open cooperation and shared development. China will actively participate in international and regional maritime economic cooperation, serve the building of a Marine community with a shared future, and gradually raise the status and role of the Marine industry in the global value chain. To improve people's well-being, we will share the fruits of Marine economic development.
Section 3. development orientation
During the 14th Five-Year Plan period, focusing on the construction of a strong Marine province, the development foundation and potential of the Marine economy of our province are comprehensively considered, and we strive to become a "blue engine" for the comprehensive revitalization of Northeast China, an important "blue granary" of China, a national leading industrial base for shipping and Marine equipment, and a highland for the opening and cooperation of the Marine economy in Northeast Asia.
The "blue engine" will be fully revitalized in Northeast China. We will accelerate the transformation and upgrading of Marine industries with "time-honored" brands, promote the in-depth development of Marine industries with "original" brands, foster and expand Marine industries with "new" brands, accelerate the establishment of a modern Marine industrial system, and deepen the reform of the system for innovation and application of Marine science and technology achievements. We will further promote the coordinated development of the six cities in Liaoning's coastal economic belt, build a modern Marine city cluster in Liaoning, jointly expand the hinterland of coastal ports, build an important hub of international sea-rail combined transport channel, lead the whole province and drive the northeast to the sea, and build a "blue engine" leading the overall revitalization of the northeast.
An important "blue granary". To give full play to the advantages of aquatic germplasm resources, conserve primary and high-quality Marine living resources, and build a national germplasm resource bank for Marine treasures and a center for the growth, breeding and protection of high-quality Marine treasures. We will improve the deep processing capacity of seafood products, establish a national backbone cold chain logistics base, and build a cold chain logistics center for seafood products in Northeast Asia. We will develop sustainable pelagic fishery, establish national pelagic fishery bases, and promote the upgrading of pelagic fishery industry foundation and the modernization of industrial chain. We will develop high-quality mariculture and deep-sea intelligent cage aquaculture, and build modern Marine ranches with high standards.
China's leading shipbuilding and Marine equipment industrial base. Give full play to the heritage and advantages of old industrial bases, promote the development of high-tech ships and Marine engineering equipment to far-reaching seas and polar seas, upgrade the structure of major equipment, make breakthroughs in key new equipment, improve design capabilities and supporting systems, and form a complete industrial system covering scientific research and development, final assembly and construction, equipment supply and technical services. Foster the formation of internationally competitive shipbuilding and Marine engineering equipment industrial clusters.
Northeast Asia Maritime economic opening and cooperation plateau. We will promote the coordinated development of Liaoning port cluster, accelerate the construction of an international shipping center in Northeast Asia, consolidate our comparative advantages facing Japan, South Korea and Russia, and actively explore the European and American markets. We will vigorously promote the construction of the Taiping Bay Cooperation and Innovation Zone, and strive to build Taiping Bay into a bridgehead of opening up in Northeast Asia that integrates "port, industry, city, finance and innovation". Relying on the development of the Liaoning Pilot Free Trade Zone and the Belt and Road Comprehensive Pilot Zone, China will lead the establishment of a new pattern of Marine economic cooperation in Northeast Asia, promote the sycamardised development of the China-Mongolia-Russia Economic Corridor and Northeast Asia Economic Corridor, and form a strategic plateau for opening up and cooperation in the Marine economy in Northeast Asia.

During the "14th Five-Year Plan" period, the Marine economy of our province strives to achieve the following goals:
The overall strength of the Marine economy has increased significantly. By 2025, the province's gross Marine product will exceed 450 billion yuan, accounting for more than 14% of the province's gross Marine product. Substantial progress has been made in improving the quality and efficiency of the Marine economy. The structure of the Marine industry has been improved, with emerging Marine industries accounting for an increasing proportion year by year and becoming a new growth point. The modern Marine service industry has become a new engine driving the development of the Marine economy, and a modern Marine industrial system has taken shape.
The capacity for innovation in Marine science and technology has been greatly enhanced. Major progress has been made in innovation in Marine science and technology, the development of the smart ocean project has been effectively advanced, the independent innovation capacity in high-end equipment manufacturing has reached an internationally advanced level, and a number of platforms for maritime science and technology innovation have been established at or above the provincial level. Funding for research and development in Marine science and technology has gradually increased, and scientific and technological innovation has played a greater role in driving high-quality development of the Marine economy.
The sustainable development capacity of the Marine economy has been significantly enhanced. The intensive conservation and efficient utilization of Marine resources have been further enhanced, and the green and low-carbon cycle production mode in the Marine industry has been widely applied. By 2025, the daily capacity of seawater desalination in the province will reach more than 450,000 tons, and the cumulative grid-connected installed capacity of offshore wind power will reach 4,050 MW. Remarkable progress has been made in protecting and restoring the Marine ecosystem. The comprehensive system for managing the Marine environment has been gradually improved, and substantial progress has been made in building a beautiful bay. By 2025, 92 percent of coastal waters will have good water quality. The supply of green, safe and secure seafood will be better guaranteed, and there will be more space for people to enjoy the sea and water. The sea will give people a greater sense of gain and happiness.
The comprehensive Marine management system has been improved. The system of Marine laws and regulations has been improved, and the capacity of Marine law enforcement has been significantly enhanced. Comprehensive Marine management systems and mechanisms have been improved, and Marine undertakings have prospered. Marine development and opening up are further deepened, and the mechanism for coordinated and interconnected development of land and sea is flexible. Marine disaster prevention, mitigation and emergency response capabilities have been improved, and Marine public services have been significantly enhanced.
Looking forward to 2035, the comprehensive strength, quality and efficiency of the Marine economy in our province will reach a new level, the structure and distribution of the Marine industry will become more reasonable, the support and guarantee capacity of Marine science and technology will be further enhanced, the construction of Marine ecological civilization will be significantly achieved, the international cooperation on Marine economy will be significantly achieved, and the capacity of Marine economy regulation and public service will be further improved. We will bring about a new situation of maritime development featuring overall coordination between land and sea and harmony between the sea and the sea. We will make the Marine economy take the lead in China and its global influence rise in an all-round way, and basically build a beautiful Liaoning with harmony between the sea and the sea.

Chapter III Promoting the coordinated development of regional Marine economy
Based on promoting coordinated regional development, Liaoning should give full play to its role as the gateway to the sea in Northeast Asia and lead the overall revitalization of Northeast China, further optimize its spatial layout, and promote the formation of a Marine economic pattern of "one core, two axes and coordinated regional development".
Section 1, Consolidate and enhance the core status of Dalian
We will give full support to building Dalian into a high-standard Marine city and a new highland for the development of the Marine economy. We will upgrade the international shipping center of Northeast Asia, steadily develop Marine transportation and port logistics, vigorously develop emerging Marine industries such as new Marine energy, Marine biomedicine and new materials, and comprehensive utilization of seawater, and promote the transformation and upgrading of Marine fisheries, shipping, Marine engineering equipment manufacturing, and Marine chemical industries. Promote the integration of scientific and technological innovation forces, and establish Dalian Marine Science and Technology Innovation Alliance. China will build an important manufacturing center for Marine equipment, a center for the growth, breeding and protection of high-quality Marine treasures, and a coastal tourism and resort center. It will build a modern Marine city with distinctive features, and accelerate its development into a city of openness and innovation and a romantic Bay City.
Section 2, make big and strong things two axial belt
Further improve the development level of Marine economy in the eastern axis belt (Dandong City) and the western axis belt (Yingkou City, Panjin City, Jinzhou City, Huludao City), strengthen the division of labor, cooperation and echelon distribution of Marine industry, promote the collaborative innovative development of the two axis belts as a whole, and create a differentiated development mode featuring resource sharing and complementary advantages. The east-bound belt adheres to green development, open and shared benefits, gives full play to its advantages along the border, along the river and along the coast, promotes coordination between land and sea industries in a coordinated way, and gradually expands the Marine economy by vigorously developing Marine fishery, Marine transportation, coastal leisure and cultural tourism, Marine food processing, port industries and Marine equipment industries. The western axis will focus on improving the quality and efficiency of Marine transportation and shipping services, vigorously develop Marine ecological aquaculture, Marine equipment manufacturing and Marine information services, and build internationally competitive industrial clusters of Marine engineering equipment and ship repair. Improve the industrial chain of Marine chemical industry, and actively promote the green transformation of Marine chemical industry. We will integrate Marine ecology with historical and cultural features to improve the development level and quality of coastal tourism.
Section 3. Leads the coordinated development of Marine economy in Northeast China
Comprehensively implement the deepening reform and innovation in Northeast China, promote high-quality development, build a platform for Marine economic cooperation in Northeast China, start from the integration of Marine economy in Northeast China, meet the economic development needs of Hebiji and Jilin provinces, break administrative barriers, cultivate the market of Marine economic factors in accordance with national industrial policies and market rules, and promote the free flow of resource factors across regions. Realize complementary advantages and reasonable division of labor. Speed up the construction of Marine economic characteristic industrial parks in DalianChangshan Islands, Fuzhou Bay, Yingkou Bayuquan and Dandong Donggang. We will accelerate the construction of Dalian Industrial Transformation and Upgrading Demonstration Zone, Jinzhou Economic and Technological Development Zone, Huludao Economic Development Zone and other industrial parks, and support the development of industries with Marine characteristics to form new agglomeration effects and growth drivers. We will support Jilin Province, Heilongjiang Province and the Inner Mongolia Autonomous Region in jointly building Marine industrial parks with Liaoning Province, deepen regional cooperation around the Bohai Sea, strengthen counterpart cooperation between Liaoning and Jiangsu and Dalian and Shanghai, promote North-South interaction, raise the level of Marine industry development, promote Marine industry cluster development, and cultivate new drivers, stimulate new vitality and create new advantages. To implement the coordinated development strategy of "One Belt, One Belt and two regions" in Liaoning Province, promote the development and opening up of Liaoning coastal economic belt with Dalian as the leader, strengthen the inland expansion of Marine economy, enhance the synergistic efficiency of Shenyang and Dalian, give full play to the radiating and driving role, and promote the six coastal cities to jointly build a modern Marine city cluster with regional competitiveness in Northeast Asia. Dalian gives full play to the "central port" effect of Dalian, improves the level of shipping service, and makes another breakthrough in the construction of international shipping center in Northeast Asia. China will strengthen its capacity for the final assembly, research, design and construction of ocean engineering equipment and its intelligence level, optimize the development of modern Marine fisheries, accelerate the development of cruise and yacht tourism, build a center for the growth, breeding and protection of high-quality Marine treasures and a coastal tourism and resort center, build a modern Marine industrial system, and build a strong ocean city.
Dandong has promoted the establishment of a shellfish seedling breeding base, steadily implemented resource conservation projects, and built a germplasm creation center radiating from high-quality resource areas in the Yellow Sea. We will develop the deep-processing industry of ocean-going fisheries and aquatic products, accelerate the upgrading of Marine food processing technologies, actively develop Marine transportation, modern logistics, and bonded warehousing, and develop pilot zones for opening up and cooperation and demonstration zones for international cooperation in the Marine economy.
We will build modern Marine pastures, vigorously develop Marine ecological aquaculture, and accelerate the transformation and upgrading of traditional mariculture. We will vigorously develop the offshore equipment manufacturing industry, constantly optimize the structure of the harbor industry, integrate red cultural themes and coastal tourism resources, and build an important transportation hub and a smart port city in the Bohai Rim region.

We will make technological breakthroughs in the protection and utilization of important aquatic germplasm resources, standardized large-scale aquaculture technology, fishery resource monitoring and multiplication technology, key technologies and equipment for pelagic fishery resources harvesting, and intensive processing technology for aquatic products. We will make breakthroughs in key technologies such as excellent germplasm creation, green standardized aquaculture, resource conservation and utilization, habitat protection and restoration, disease early warning and prevention, and integrate and innovate new models and technical systems for ecological farming and pastoral aquaculture.

Section 2 Improving the platform and service system for scientific and technological innovation
Relying on enterprises and research institutes, China will establish an industry-university-research alliance for Marine industry innovation technology, and promote the construction of a collaborative innovation platform for Marine science and technology. A government-led and multi-party public service platform for Marine science and technology research and development will be built to provide basic, applicable, shared and diverse technical support and services, and promote the open sharing of Marine science and technology resources. We will build a number of provincial key laboratories and technology innovation centers in frontier, basic, engineering and cross-cutting fields of Marine science, and encourage provincial-level innovation platforms to build national-level platforms. We will support the establishment of new research and development institutions such as technology research and development centers, industrial research institutes and pilot pilot bases by Marine technology enterprises in cooperation with universities and research institutions inside and outside the province. We will improve the system of investment in science and technology, increase financial support for scientific and technological innovation, and improve the financial support model that combines active distribution support with post-hoc rewards and subsidies. In light of the key needs of Marine science and technology and the overall layout of international science and technology cooperation, China supports the building of overseas joint research centers (laboratories), and conducts cooperation in Marine and climate change research, prediction and assessment. Actively promote the "government-industry-university-research fund" cooperation model, deepen the transformation and implementation of scientific research achievements, accelerate the construction of a number of Marine industry technology transformation centers, extension centers and incubation bases, explore the establishment of Marine science and technology innovation financing model, Marine science and technology transformation service platform and technology property trading center from experimental research, pilot test to production. We will move faster to improve the system of supporting services for transfer and transformation. We will strengthen the protection of intellectual property rights, improve the property rights system for job-related scientific and technological achievements, deepen the reform of the right to use, disposal and profit from sea-related scientific and technological achievements, and carry out trials to grant scientific researchers ownership or long-term use rights to job-related scientific and technological achievements in accordance with laws and regulations. We will implement an income distribution mechanism that focuses on increasing the value of knowledge, increase the proportion of revenue from the transformation of research results, and support and encourage researchers in public institutions to take part-time jobs or leave their posts to set up innovative enterprises in science and technology. To give full play to the advantages of sea-related research institutes and universities in Liaoning as innovation resources and engines, improve the policy of post-incentive subsidies for the transformation of scientific and technological achievements, encourage and guide enterprises to absorb advanced and applicable technologies, and promote the commercialization of more Marine scientific research achievements in Liaoning Province. We will carry out roadshows to promote Marine scientific and technological achievements, build platforms for connecting enterprises, investment institutions and universities and institutes, and smooth channels for the commercialization of scientific and technological achievements. We will improve the market mechanism for the development of science and technology service industry, and promote the cultivation and development of professional institutions for Marine science and technology service.
Section IV Strengthening the construction of Marine science and technology personnel system
We will vigorously develop higher and vocational education in Marine science and technology, support universities where conditions permit in building future colleges of Marine science and technology, support universities in adding Marine disciplines, and implement plans for introducing and training high-level Marine science and technology talents, so as to promote the construction of "double first-class" Marine disciplines in relevant institutions. Encourage and guide enterprises to take an active part in personnel training in institutions of higher learning and secondary vocational schools (including technical colleges). China has promoted the establishment and improvement of cooperation mechanisms and forums on Marine science and technology education, jointly held various training courses on Marine education, and carried out cooperation on maritime vocational training and mutual recognition of maritime qualifications. It has formulated the directory guide for talents urgently needed in key Marine industries, implemented the "Xingliao Talents Plan", introduced and trained a group of young and middle-aged backbone of Marine science and technology innovation, and formed a team of leading and pioneering scientists and engineers in the Marine field. We will stimulate the innovation vitality of scientific and technological personnel, improve the evaluation system for science and technology, and improve the evaluation mechanism for scientific and technological personnel based on innovation ability, quality and contribution. We should establish a dynamic management mechanism for the selection and use of scientific and technological talents, remove institutional barriers and policy barriers that restrict the innovation and entrepreneurship of scientific and technological talents, and promote the rational flow of talents among universities, research institutes and enterprises.
Chapter VIII Promoting Marine Ecological Civilization
To implement the overall requirements for building an ecological civilization, make intensive and economical use of Marine resources, continuously improve and optimize the Marine ecological environment, enhance the capacity to prevent Marine risks, promote Marine ecological protection and restoration, promote green and low-carbon development of the Marine industry, ensure the sound and stability of the resource and environmental system on which the high-quality development of the Marine economy depends, and explore the development of a blue carbon economy. Help to achieve the goal of carbon peak and carbon neutrality.
Section 1 Improving the efficiency of comprehensive utilization of Marine resources
We should strictly control the spatial planning and use of Marine industrial activities, strengthen the supervision of Marine resources investigation, development and utilization supported by modern information technology, and maintain the baseline of Marine environment access. Adhere to the overall planning of land and sea, promote the intensive and efficient development of coastal industrial parks in a coordinated manner, adjust and optimize the parks with adjacent locations and industrial convergence, and promote the centralized layout of coastal industrial parks in a scientific and orderly way. We will return the port to shore and make rational and efficient use of shoreline resources. To carry out high-value development and utilization of characteristic Marine resources, support the resource utilization of saltmarsh saltmarsh wetland conservation and restoration, development of saltmarsh saltmarsh edible and medicinal value, high-end product research and development and brand building, explore new ways to realize the value of ecological products, and form a more influential regional ecological brand.
Section II Comprehensive management of the Marine Environment
We should take both land and sea into consideration, and work together to comprehensively improve the environment around the Bohai Sea and land and river basins. Centering on key estuaries and bays, we will establish a joint mechanism for pollution prevention and control in river basins, estuaries and coastal sea areas. We will continue to improve the discharge of sewage into the sea, strengthen supervision over the discharge of sewage from industrial, agricultural, rural, urban, and port terminals, and comprehensively raise the discharge rate of sewage into the sea to meet standards. We will consolidate the achievements made in the comprehensive treatment of the Bohai Sea, and promote the treatment of pollution from mariculture, the prevention and control of pollution from ports and terminals, the prevention and control of pollution from ships, the clean-up and improvement of coastal zones, and the regular supervision and control of Marine garbage.
Section 3 Improving Marine risk prevention capabilities
We will comprehensively strengthen Marine environmental monitoring and emergency response capacity building, coordinate and rationally arrange Marine environmental monitoring stations, and enhance monitoring and information technology capacity. We will strengthen the investigation and supervision of potential hazards from coastal risk sources, mainly in key petrochemical parks such as Panjin Liaobin New District, Dalian Changxing Island and Dalian Bay, and implement early warning and monitoring to effectively prevent oil spills and hazardous chemical spills from polluting the Marine environment. We will strengthen the construction of Marine oil spill emergency response teams, further improve the work plan for oil spill response, carry out emergency drills at appropriate times, and enhance our emergency response capacity. We will strengthen the capacity of enterprises to work safely and prevent disasters, strengthen the construction of disaster prevention and reduction infrastructure, establish a risk assessment system for Marine natural disasters and major emergencies, strengthen the monitoring, forecasting and coordination mechanism for Marine disasters, and enhance the capacity of Marine disaster prevention and reduction.
Section IV Promoting Marine ecological protection and restoration
With a focus on building beautiful bays, China will continue to strengthen the protection and restoration of Marine ecosystems, improve the quality of maritime space, strengthen Marine ecological monitoring and early warning, coordinate ecological assessment and management of important ecological function zones, biodiversity reserves, and concentrated Marine and coastal engineering areas, and establish a sound system of Marine natural protected areas. The coastal wetland protection and restoration project has been carried out to restore the ecosystem service function of major estuarine wetlands, such as the Liaohe Estuary, and improve the carbon storage capacity and biodiversity of estuarine wetlands by returning farmland to dampness, grassland to shoal, and fencing to sea. We will carry out conservation activities for Marine resources, and build conservation zones for native and high-quality natural resources. We will promote the application of alpinia japonicum and zeolite in Marine ecological restoration. We will establish and improve mandatory protection measures for typical Marine ecosystems, effectively leverage the role of the oceans in sequestration of carbon, and increase the carbon sink of Marine ecosystems.
Box 10. Key points in building conservation areas for native and high-quality natural resources

Marine living resources conservation area. Fifteen conservation areas for primary and high-quality Marine living resources, covering about 2 million mu, will be built, involving about 20 varieties of primary and high-quality Marine resources conservation.
Coastal wetland resources conservation area. We should build the conservation area of the wetland resources in Jiabeng, utilize the carbon sequestration capacity of the wetland ecosystem, develop blue carbon to produce ecological services and ecological products, and promote the development of Marine ecotourism, ecological aquaculture, carbon trading and other new business forms.
Marine mineral resources conservation area. Eight sea sand resource areas are built: Liupu River Estuary area, Juhua Island area, Taiping Bay-Bayuquan area, Zhianchu Bay-Liutaizi area, Xingcheng Estuary - Juhua Island area, Liaohe Estuary area, Dayang River Estuary area and Yalu River Estuary area.
Marine salt resources conservation area. Relying on the high-quality natural resources of Fuzhou Bay, one of the four great sea salt farms in China, the conservation area of Marine salt industry is built, and the salt production process of salt pans is reformed with new technologies.

Section V Promoting green low-carbon cycle production mode
We will vigorously promote the transformation of the Marine industry into a cleaner one, conserve energy, reduce emissions and clean up energy-intensive industries such as Marine oil and gas, Marine chemicals, and Marine transportation, and speed up the elimination of outdated and excess production capacity. To promote Marine equipment remanufacturing, encourage and support enterprises to extend the remanufacturing chain, and actively cultivate a number of enterprises specializing in the research, development, application and certification of Marine equipment remanufacturing products. We will accelerate the green transformation of mariculture, promote the utilization of seashells and other by-products of aquaculture production as resources, and promote the use of environment-friendly floats made of new materials. We will vigorously develop the Marine circular economy, continue to promote the national demonstration and pilot project of circular transformation in Liaodong Bay New Area, lead the coastal industrial park to jointly build and share public facilities and implement cascade utilization of energy, strengthen the comprehensive utilization of waste resources in aquatic product processing, Marine chemical industry, Marine equipment manufacturing and other industries, and improve the circular industrial chain.
Chapter IX Deepening opening up and Cooperation in Marine economy
It is deeply involved in the joint construction of "The Belt and Road", strengthens the construction of investment and trade channels and platforms in the Marine field, promotes scientific, technological, educational and cultural exchanges in the Marine field, promotes high-quality development of the Marine economy through high-level opening-up, and contributes to the building of a Marine community with a shared future and the development of Blue Partnership.
Section 1 Promoting exchanges and cooperation in Marine industries
Accelerate the port integration in Liaoning in collaboration with China Merchants Group, and promote the construction of a Northeast Asia international shipping center and a world-class port cluster in the Yellow and Bohai Bay. We will actively introduce international maritime, shipping, shipping, oil products, logistics, finance and other shipping service enterprises and intermediaries, and cultivate and develop modern Marine services. Expand sea routes to speed up maritime connectivity between Liaoning and countries along the Maritime Silk Road. Encourage the introduction of Marine industrial parks and go out to build overseas Liaoning Marine industrial parks. To support the construction of port machinery, oil drilling machinery, ship repair and Marine biomedicine bases in the Sino-Japanese (Dalian) local Development Cooperation Demonstration Zone. China will strengthen cooperation with Russia's Far East in infrastructure, economic and trade investment and resource development, and jointly build a two-way land and maritime development belt along the Ice Silk Road. To support enterprises in establishing the Antarctic krill industry development and innovation Alliance. China will actively cooperate with countries along the Belt and Road in maritime education, and speed up the training of high-level international talents in the Marine field.
Section 2 Improving the quality and level of investment attraction
China will further strengthen investment attraction in the Marine field, and actively explore international exchanges and cooperation in the fields of Marine equipment manufacturing, Marine instrument manufacturing, Marine engineering equipment manufacturing, Marine transportation, Marine oil and gas, Marine science and education services, Marine tourism, Marine drugs and biological products, Marine ships, Marine renewable energy utilization, Marine materials manufacturing, and Marine services. We will encourage domestic and foreign enterprises to attract capital to supplement and expand their chains, actively guide domestic and foreign investment enterprises to invest in weak areas of Marine industries, and actively participate in the restructuring of global industrial chains. We will innovate the way of investment promotion, continue to hold Liaoning Investment Promotion Week in Beijing, Shenzhen, Shanghai and other places, and launch special Blue economy activities at appropriate times, so as to further strengthen the brand activities of Liaoning Investment Promotion Week and improve the quality and level of investment promotion. We will ensure smooth operation of the industrial and supply chains of foreign trade with sufficient foreign trade policy tools such as export tax rebates and export credit insurance. We will vigorously explore the international market and actively help foreign trade enterprises related to the sea to expand exports. We should give full play to the advantages of pilot free trade zones, comprehensive pilot cross-border e-commerce zones, economic development zones and other platforms for opening up to the outside world, guide the concentration of resources and factors of production in Marine industries, and uphold high-quality development of the Marine economy through high-level opening-up.
The third section compacts the carrier of the open platform
We should fully integrate ourselves into the Belt and Road Initiative, coordinate the development of trade, investment, channels and platforms, actively participate in the Regional Comprehensive Economic Partnership (RCEP), form a new pattern of all-round opening up, and build an important window of opening up to the North and a central hub of economic and trade cooperation in Northeast Asia. Relying on the construction of Dalian Northeast Asia International Shipping Center, strengthen the function of international shipping and port service. Section IV Enhancing the international influence of maritime Affairs
We will support universities and research institutions in participating in the affairs of the International Maritime Organization (IMO), and contribute Chinese wisdom in the areas of regulations, technology and human resources. China will promote maritime economic cooperation in Northeast Asia, deeply integrate itself into the "China-Japan-ROK +X" model, and comprehensively deepen maritime cooperation with Russia, Japan, the ROK and the DPRK. We will support research on relevant laws, policies, navigation rules, navigation conditions, safety safeguards and ship technical standards for the Arctic shipping routes. It is proposed to jointly build a Silk Road on ice and strengthen cooperation in the development and utilization of shipping lanes, infrastructure and shipping. Gradually promote the construction of the "Liaohai-Europe" comprehensive transport channel to become a world-renowned international brand of "Silk Road on Ice". China will strengthen connectivity with Japan, the ROK and Russia in maritime and polar policies, Marine science and technology, Marine education and Marine culture, strengthen practical cooperation in maritime rescue and maritime affairs, and promote the establishment of a research center on maritime international affairs to increase its international influence on maritime affairs.
Chapter X Safeguard Measures
Section 1 Strengthening macro guidance
To strengthen the leadership of the Party, establish and improve the overall planning and coordination mechanism for promoting the development of Marine economy, strengthen the guidance, supervision and evaluation of the development of Marine economy in the province, coordinate and solve the key issues and major problems in the innovation of policies and mechanisms for the development of Marine economy, and implement the overall coordination, division of labor and specific implementation mechanism of governments at all levels and departments under the unified leadership of the provincial Party Committee. In accordance with the development orientation, objectives and key tasks of the plan, we should promptly promote the organization and implementation of relevant projects, and do a good job in revising and adjusting relevant regional plans. To strengthen the support for the development of Marine economy, to study and formulate policies and measures to promote the development of Marine economy in our province. We will give play to the leading role of enterprises in the Marine economy, support the establishment of various associations and chambers of commerce of marine-related industries in cities with high industrial concentration, and enhance self-discipline, information sharing, resource sharing and industrial cooperation.
Section 2 Improving the system
We will strengthen market leadership, improve the mechanism for sharing risks in the investment and financing of the Marine industry, give full play to the principal role of ocean-related enterprises in the development of the Marine economy and their innovation and creativity, cooperate with the state to establish a linkage system for key ocean-related enterprises, improve the standards system for the development of the Marine industry, and strive to solve problems faced by small and medium-sized ocean-related enterprises in their development. We will give better play to the role of the government, strengthen risk awareness and bottom-line thinking, and strengthen coordination with policies and systems in fiscal, financial, major resources, ecological and environmental areas. China has established and improved a system of Marine economic personnel, strengthened coastal management at all levels, strengthened training in professional knowledge, and enhanced its decision-making and service capabilities in Marine economic management. We will reform maritime law enforcement mechanisms, integrate law enforcement forces, innovate law enforcement models, and safeguard legitimate maritime rights and interests.
Section 3 Strengthening policy adjustment
Fiscal policy. We will allocate appropriate funds for energy conservation, emission reduction, Marine ecological environmental protection, and disaster prevention and mitigation in the Marine sector. Through national science and technology plans (special projects, funds, etc.), coordinated support is given to the research and development of basic Marine sciences and key technologies. We will actively support the development of Marine industries such as seawater utilization, mariculture, Marine renewable energy, Marine drugs and biological products, Marine equipment manufacturing, and Marine culture. For qualified Marine major technology equipment manufacturing enterprises, the premium subsidy for the first major technology equipment (set) shall be provided in accordance with the regulations.
Investment and financing policies. We will encourage multiple investment entities to enter the Marine industry, formulate a catalogue for guidance on Marine industry investment, determine which Marine industries are encouraged, restricted and eliminated by the state, and establish a "green channel" for the examination and approval of key Marine industry projects and projects. We will integrate resources from the government, enterprises, financial institutions and research institutions to jointly build a public service platform for investment and financing in the Marine industry. We will promote the establishment of project investment and financing mechanisms, encourage cooperation between the government and private capital, and encourage private capital and bank credit capital to invest in the Marine industry through industrial investment funds, risk compensation funds and loan discount funds. We will actively innovate investment and financing models such as trust investment and venture capital that serve the development of the Marine economy, and provide professional and personalized services to small, medium-sized and micro enterprises involved in the sea.
The policy of using the sea and islands. We will strictly implement the spirit of the Notice of The State Council on Strengthening the Protection of Coastal Wetlands and Strictly Controlling Reclamation from the Sea, effectively change the approach of "seeking land from the sea", and completely ban the approval of new reclamation from the sea, except for major national strategic projects. In accordance with the law and regulations, we will actively yet prudently advance the handling of problems left over from the reclamation of the sea, and strictly limit real estate development, low-level repeated construction of tourism, leisure and entertainment projects, and projects that pollute the Marine ecological environment. We will strictly implement relevant national policies on coastline development and control. Uninhabited islands that have been developed and utilized should be strictly monitored, and those that have not been developed should be considered as strategic "blank space" and included in the ecological protection red line. In accordance with the unified arrangements of the state, it organizes the disposal of islands left over by history.
Section IV Strengthening monitoring and evaluation
In strict accordance with the requirements of the state, the Statistical Survey System of the Marine Economy and the Accounting System of the Gross Marine Product are collected and submitted, and the results of the operation of the Marine economy are evaluated and fed back in a timely manner. We will improve the working mechanism for Marine economic statistics, make full use of modern information technologies such as big data, cloud computing and blockchain, innovate methods for Marine economic statistics and evaluation, strengthen the construction of monitoring and evaluation systems for Marine economic operations, improve the quality of statistical data, enhance the timeliness and accuracy of statistics, and improve our ability to study and evaluate the situation of the Marine economy, simulate policies, and feedback effects. We will improve our capacity for maritime economic governance. We will establish a sound plan evaluation mechanism and strengthen supervision, inspection and evaluation of the implementation of this plan and the implementation of policies.
