Ⅰ, general requirements
I, Guiding ideology.
Adhere to the general keynote of seeking progress while maintaining stability, adhere to the working strategy of simultaneously promoting "stability, vitality and excellence", with the theme of promoting high-quality development, with reform and innovation as the driving force, with solid progress in the implementation of the "Six Agreements" and the realization of the "six synergies" as the main line of work, with checklist management, project implementation and engineering promotion as the working mechanism, and with the construction of the new land-sea Corridor in Northeast China as the main engine. We will deeply integrate into national development strategies such as the Belt and Road Initiative, and build new land and sea routes for the China-Mongolia-Russia Economic Corridor. Main indicators: The comprehensive ranking of the main economic indicators of the city is located in the upper reaches of the six coastal cities. The comprehensive ranking of the two state-level development zones in the province has been greatly improved. The value added of strategic emerging industries accounted for more than 8.5% of the regional GDP; the value added of core industries of digital economy accounted for more than the provincial average in the regional GDP; and the proportion of quality water quality (Class Ⅰ, Class Ⅱ) in offshore waters remained stable at no less than 90%.

1. Accelerating the construction of a new land-sea corridor in Northeast China.
Taking the province's promotion of the construction of the Northeast Sea and land corridor as an opportunity, it will activate its location and port advantages, vigorously promote the construction of the "Xiqi Chaojin" Northeast land and Sea Corridor, create a new frontier of opening to the outside world, integrate into the domestic and international double cycle, and become a strong support for the regional development pattern of "One Belt, One Belt and two regions" in Liaoning. We will improve the cooperation and interest linkage mechanism among the cities (alliances) of the new channel, formulate plans for cooperation and sharing in logistics, trade and infrastructure, and expand the circle of friends of the cooperation cities. We will continue to build inland ports, carry out "navigation and cargo recruitment" in an all-round way, and expand the supply of grain, oil, minerals and other major goods. With mutual recognition of customs clearance and exemption as the starting point, ports along the corridor should improve customs clearance facilitation and cost competitiveness.
Strengthen economic and trade cooperation in Northeast Asia. We will intensify the work of attracting investment, shipping and cargo, deepen the cooperation between Japan and South Korea, strengthen the cooperation with the Russian Far East region and Mongolia, vigorously develop the pre-port logistics trade, and strive to establish a futures delivery warehouse in our city. China will develop China-Europe freight trains, build a multi-modal transport system with international features, and support the Port of Jinzhou in applying for a multi-modal transport demonstration project.
We will develop a green collection and distribution system. Through the construction of channel economic network, vigorously promote the development of commercial logistics industry, accelerate the construction of several professional logistics bases such as West Liaoning Logistics Park and Weitao Logistics Park, and combine the measures of China Merchants Bank to attract funds, market and stores, and exhibition and exhibition to create a gathering place for bulk commodity trading, first store economy, financial services and exhibition activities in the east Liaoning Simon region.

Citic Jinzhou Metal, Baotiohuashen, XinHualong Molybdenum Industry, Tianqiao New Materials and other enterprises as the leading, vigorously develop titanium and molybdenum special metal deep processing industry, do fine titanium and molybdenum special metal industry. We will improve the titanium industrial chain, deeply forge the molybdenum industrial chain, and build industrial clusters of titanium and molybdenum intensive processing. New energy industry. The layout of development zones, Dayou development zones to develop monocrystalline silicon solar cells, solar cell modules, photovoltaic power generation and other photovoltaic industry. 9. Vigorously develop the Marine economy.
Establish a Marine industrial system. Develop modern Marine pastures, restore Marine resources, and constantly promote the development of mariculture to the direction of science and technology, scale and brand. We will intensify research and development of Marine biotechnology, upgrade the development level of Marine biotechnology industry, and raise the added value of mariculture industry. We will foster the development of the Marine instrumentation industry, and speed up the formation of Marine ship manufacturing and supporting services for Marine ecological monitoring and protection. Actively into the "green water west transport" strategy, timely start the desalination project. 20. Establish a cooperation mechanism along the new land-sea Corridor in Northeast China.
To promote the establishment of cooperation mechanisms among cities (alliances) along the Northeast New land-Sea Corridor, set up coordination and discussion bodies, hold industrial cooperation summits regularly, promote multi-level and multi-field cooperation between Jinzhou and the regions along the Corridor, and promote the complementary development of industrial and supply chains along the Corridor. 22. Continue to improve the urban ecological environment.
We will strengthen the protection of water sources and promote the construction of the Jinling Reservoir water source protection and ecological comprehensive treatment project. We will strengthen the construction of pollution treatment facilities and pollution discharge management in industrial clusters, and carry out the renovation and expansion of Xihai sewage Treatment Plant in Binhai New Area and its supporting pipe network project. 23. Implementation of urban renewal initiatives.
We will accelerate the comprehensive upgrading of old residential areas in urban areas, establish a long-term management mechanism after renovation, and increase the coverage of property management. We will promote the construction of complete residential communities in Heishan County, High-tech Zone and Yixian County. We will promote zero landfill of raw household waste in urban areas, and accelerate the implementation of waste incineration and power generation projects. We will support the protection and utilization of urban industrial heritage, encourage the renovation and utilization of old factories, factories and facilities to develop cultural and creative parks, and transform the industrial rust belt into a life show belt.
24. Implement the rural revitalization Strategy.
We will consolidate the achievements made in poverty alleviation and establish a sound mechanism for dynamic monitoring and supporting efforts to prevent the return of poverty by connecting cities and counties and involving multiple departments. We will carry out a rural development campaign, formulate village plans in a scientific way, accelerate efforts to improve rural infrastructure and public services, continue to improve village appearance and living environment, and build platforms for community-level social governance and community public services. We will promote the integrated development of the primary, secondary and tertiary industries in rural areas, accelerate the development of an industrial economy and a strong county of modern agriculture, and build Montenegro into a state-level demonstration county of new urbanization.
25. Improve the basic public service system.
We will improve the fertility policy, promote long-term and balanced population development, develop a system of universal childcare services, and reduce the cost of childbirth, parenting, and education. We will improve policies to support college graduates in finding jobs and starting businesses locally. To promote the construction of regional medical center and medical center in Jinzhou, build the pilot project of GSP for the elderly in Lingshui Town of Jinzhou, and the capital of the Jinzhou Healthy City Movement. To leverage the role of the Jinzhou Base for Major epidemic Prevention and Treatment in Liaoning Province, promote the construction of the Major trauma emergency treatment base of the Second Hospital of Jinzhou, and improve the regional capacity for epidemic prevention and treatment.
Ⅲ, safeguard measures
1. Strengthening organizational leadership The leading group of Jinzhou to promote the construction of Liaoning Coastal Economic Belt has been established to hold regular working meetings and coordinate the organization and implementation of the city's action plan.
2. Division of responsibilities. Relevant departments of counties (cities) districts and municipalities directly under the municipal government shall establish a work system of "task list + project list" according to the task requirements specified in the municipal action plan and the actual work conditions.
