ⅠFully understand the significance of studying, propagating and implementing the Party's 20 National Spirits

The 20th National Congress of the Communist Party of China (CPC) was held in Beijing from Oct 16 to 22. This is a very important congress to be held at a crucial moment when the whole Party and the people of all ethnic groups in China are embarking on a new journey towards the second centenary Goal of comprehensively building a modern socialist country. It is a congress to hold high the banner, gather strength and forge ahead in unity.  We reviewed and summarized the work of the past five years and the great changes of the new era in the past 10 years. We elaborated on major issues such as opening up new frontiers in adapting Marxism to Chinese conditions and adapting it to The Times, and establishing Chinese characteristics and essential requirements for Chinese-style modernization. We made strategic plans for comprehensively building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation. We made comprehensive arrangements for coordinating the implementation of the five-sphere Integrated plan and the four-pronged Comprehensive strategy.  The CPC Central Committee and the CPC Central Commission for Discipline Inspection were elected.

 It charts the course for the development of the cause of the Party and the country in the new era and on a new journey to achieve the second centenary Goal. It is the crystallization of the wisdom of the Party and the people; it is the political declaration and program of action for the Party to unite and lead the people of all ethnic groups in achieving new victory for socialism with Chinese characteristics; and it is a programmatic document of Marxism. The amendment to the Constitution of the Communist Party of China reflects the achievements of the Party's theoretical, practical, and institutional innovations since the 19th CPC National Congress, as well as the important thoughts, views, strategies, and measures identified in the report to the 20th CPC National Congress. They set forth clear requirements for upholding and strengthening the Party's overall leadership, unswervingly promoting comprehensive and strict governance over the Party, persisting in and improving Party building, and promoting the Party's self-revolution.

 It is of great current and far-reaching historical significance to hold high the great banner of socialism with Chinese characteristics, strengthen confidence in the path, theory, system, and culture, and work together to build a modern socialist country in an all-round way and advance the great rejuvenation of the Chinese nation.

ⅡComprehensively and accurately study and grasp the Party's Twenty Great Spirits

To learn and grasp the Party's twenty Great spirits, we must adhere to the comprehensive and accurate, in-depth understanding of the connotation, accurate grasp of the extension. 

1. A thorough understanding of the Party's 20 themes.  This is the theme of the Party's 20 National Congress. It clearly states the major issue of what banner the Party will hold, what path it will take, what state of mind it will adopt, and what goals it will pursue on its new journey.  To ensure that the cause of the Party and the country always moves forward in the right direction. To comprehensively build a modern socialist country and advance the great rejuvenation of the Chinese nation is to solemnly declare that the whole Party must stay firmly committed to the Party's central task of a new journey in the new era, pool all its resources and eliminate all distractions, and continue to comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization. To work together is to solemnly declare that we must continue to consolidate the great unity of the whole Party and the people of all ethnic groups in China, strengthen the great unity of the sons and sons of the Chinese nation at home and abroad, and form a strong synergy that works together to realize the Chinese Dream.

2. Appreciate the work of the past five years and the great changes of the new era in the past 10 years. In the 10 years since the 18th CPC National Congress, we have experienced three major events of great practical and far-reaching historical significance to the cause of the Party and the people: first, the centenary of the founding of the Communist Party of China; second, socialism with Chinese characteristics has entered a new era; third, the historic task of poverty alleviation and building a moderately prosperous society in all respects has been accomplished, and the first centenary Goal has been achieved. This is a historic victory won by the Communist Party of China and the Chinese people through concerted efforts, a historic victory that will go down in the history of the development of the Chinese nation, and a historic victory with far-reaching implications for the world. Over the past 10 years, we have comprehensively implemented the Party's basic theory, line, and strategy, adopted a series of strategic measures, promoted a series of transformative practices, achieved a series of breakthroughs, and made a series of landmark achievements. We have withstood risks, challenges, and tests in politics, economy, ideology, and nature. The Party and country achieved historic achievements and made historic changes in the cause of their cause, propelling our country on a new journey to build a modern socialist country in an all-around way. The "two establishment" is a major political achievement made by the Party in the new era, and a decisive factor driving historic achievements and changes in the cause of the Party and the country.  

3. A profound understanding of the opening up of Marxism in the Chinese era of a new realm. Marxism is our fundamental guiding ideology for building the Party and the country. Practice tells us that what makes the Communist Party of China capable and why socialism with Chinese characteristics is so good is, in the final analysis, Marxism, a Marxist practice adapted to the Chinese style and The Times. Since the 18th National Congress of the Communist Party of China, new changes in the domestic and international situations and new requirements of practice have urgently required us to make in-depth answers to a series of major issues of The Times concerning the development of the cause of the Party and the country and the governance of the Party through a combination of theory and practice.  The "Ten Clarifications", "Fourteen commitments" and "Achievements in 13 areas" put forward at the 19th CPC National Congress and the Sixth Plenary Session of the 19th CPC Central Committee sum up the main content of this thought, which must be adhered to for a long time and constantly enriched and developed. Only by integrating the basic tenets of Marxism with China's realities and fine traditional Chinese culture, and persisting in the application of dialectical and historical materialism, can we correctly answer the major questions posed by The Times and practice, and maintain the vigorous vitality and vitality of Marxism. The whole Party must bear in mind that upholding the Party's overall leadership is the only way to uphold and develop socialism with Chinese characteristics, the only way to realize the great rejuvenation of the Chinese nation, the only way to work together is the only way for the Chinese people to create great historical achievements, and the only way for China's development and strength in the new era is to implement the new vision for development. Comprehensive and strict governance of the Party is the only way for the Party to maintain its vitality forever and take the new road to the examination. 5. Have a deep understanding of the Chinese characteristics and essential requirements of Chinese modernization. On the basis of long-term exploration and practice since the founding of New China, especially since reform and opening up, and through innovative breakthroughs in theory and practice since the 18th CPC National Congress, the CPC has successfully promoted and expanded Chinese-style modernization. Chinese modernization is the socialist modernization led by the Communist Party of China. 7. A deep understanding of the education of scientific and technological personnel, the construction of the rule of law, national security and other major deployment. 9.We will deeply understand the major plan for upholding the Party's overall leadership and comprehensively and strictly governing the Party. The Party holds the key to comprehensively building a modern socialist country and advancing the great rejuvenation of the Chinese nation. As the largest Marxist ruling party in the world, to win the support of the people and consolidate its long-term governance, our Party must always remain clear-sighted and firm in solving the difficult problems unique to a major party. As a result of comprehensively exercising strict governance over the Party since the 18th CPC National Congress, we have solved many prominent problems within the Party, but the tests of governance, reform and opening up, the market economy, and the external environment will remain for a long time to come, as well as the dangers of laziness, incompetence, detachment from the people, and passivity and corruption. The whole Party must bear in mind that comprehensive and strict Party self-governance is always on the way, and the Party's self-revolution is always on the way. In line with the subject education that the CPC Central Committee is about to launch throughout the Party, we will provide training to all Party members in various forms, at different levels and with full coverage, and organize Party members and officials to earnestly study the Party's 20 National Principles. The CPC Central Committee will hold a seminar for newly elected members and alternate members of the CPC Central Committee to study and implement the Party's 20 Guiding principles. The CPC Central Committee will organize a central information mission to study and implement the Spirit of the Party's 20 National Congress to carry out propaganda in various provinces, autonomous regions and municipalities. Ⅳ, we will combine knowledge with action and implement the major decisions and plans made at the Party's 20th National Congress

To study, publicize and implement the Party's 20 spirit, we must, based on the reality of China's reform and development and Party building, persist in applying a mastery of learning, thinking, and unity of knowledge, faith and practice, and apply the spirit to all aspects of economic and social development, as well as to doing all work this year and making arrangements for future work.

1. Resolutely do "two maintenance". Party committees (leading Parties' groups) at all levels should put the study, publicity and implementation of the Party's 20 Spirit on their important agenda and earnestly strengthen organizational leadership.

Party committees (leading Parties' groups) at all levels should raise their political standing, make special plans and put forward specific requirements in accordance with the arrangements of the CPC Central Committee and the actual conditions of their respective regions and departments, and work hard to implement them, so as to quickly arouse an upsurge of studying, publicizing and implementing the Party's 20 Guiding Principles. Organizations at all levels, publicity departments and other relevant departments should cooperate closely under the unified leadership of the Party Committee (leading Party groups). We should innovate the form and carrier, enrich the methods and means, be good at using the way that the masses are willing to participate and easy to participate, take the methods that are rich in the characteristics of The Times and reflect the requirements of practice, and work hard to expand the breadth and depth, so that the learning and publicity can have both rules and methods, see the strength, and pay more attention to the quality and strong effect.
